• Critical view on Sweden’s strategic disability policy –

Vi har hört om den pågående strategin, om Sveriges funktionshinderpolitik och effekterna av CRPD. 

Vi har hört om arbetet för att ta fram en ny strategi. 

Nu är tanken att jag med ”kritisk blick” ska ge vår syn på verkligheten.

Verkligheten.

Bortom de vackra orden.

Vi har i Sverige sett en utveckling där vi fått allt vackrare ord och samtidigt allt längre avstånd till verkligheten, en verklighet som i många fall inte enbart står still utan också går bakåt. Vi väntar fortfarande på paradigmskiftet.

För verklig förändring mot ett samhälle för alla krävs:

– tydliga politiska ställningstaganden i den riktningen,

– politiker som i sina visioner, utspel och förslag ständigt påminner om, synliggör och sätter rättigheter för personer med funktionsnedsättning på den politiska dagordningen,

– mainstreaming och empowerment,

– ett närvarande funktionshinderperspektiv inom alla politikområden och individuella behovsprövade insatser som löper parallellt med generella insatser – båda dessa spår måste finnas och de måste ha påverkan på varandra – för verklig delaktighet och mångfald, för full delaktighet i samhället – oberoende av funktionsförmåga.

I ett sammanhang där vi diskuterade universell utformning kom jag i förra veckan på mig själv med att drömma mig tillbaka drygt tio år – till stora nationella konferenser om hur vi skulle göra kulturarvet tillgängligt för alla och om hur design för alla skulle prägla allt det som skapades för gemensamt användande. 

I realiteten har Sveriges två senaste ministrar med ansvar för plan- och bygglagen istället kommit med förslag om att minska minimikraven på tillgänglighet och användbarhet. 

Kraven på tillgänglighet har, istället för att ses som en möjlighet och enda vägen till ett hållbart samhälle där fler kan vara självständiga, kommit att få bära skulden för bostadsbrist och höga kostnader. 

Så skapas inte ett tillgängligt samhälle med CRPDs artikel 9 i fokus. 
Det görs inte heller genom avsaknaden av formuleringar om tillgänglighet, design för alla eller universell utformning i regeringens senaste regleringsbrev till Myndigheten för delaktighet.

Jag upprepar igen – verklig förändring kräver politiskt ledarskap.

Ett sätt att visa åt vilket håll politiken vill att utvecklingen ska gå är genom regeringens årliga regleringsbrev till landets myndigheter.

Här finns stora möjligheter att peka ut riktningen. 

Men tyvärr har vi detta årsskifte fått se något helt nytt som verkligen skrämmer oss. I årets regleringsbrev till Försäkringskassan anges som första mål  

”Försäkringskassan ska bidra till att bryta utvecklingen av antalet timmar inom assistansersättningen.” Det är högt anmärkningsvärt att regeringen uppmanar en myndighet att – och jag kan inte tolka det på annat sätt – frångå att bedömningar ska göras utifrån gällande lag. 

Vi fick också under hösten uppleva en verklighet där landets finansminister ställde kostnaderna för den personliga assistansen emot kostnaderna för flyktingmottagandet.

Fullkomligt oacceptabelt!

Hoppet är det sista som överger människan – och för att vi ändå ska gå till lunch med en tro på att förändring är möjlig och en känsla av hopp vill jag lyfta fram ett område där vi ser framgångar – det är på kulturområdet – där statligt stöd kopplats till krav på tillgänglighet. 

Så visas politisk vilja – genom att säkerställa att den som gör något för allmänheten, med allmänhetens pengar, också ser till att alla kan ta del av det, som konsumenter och utövare – kan man nå förändring och en utveckling framåt. Dessutom, vårt högt efterlängtade tillägg i diskrimineringslagen har också, vid sidan av över 300 anmälningar som ännu inte lett till att DO efter ett år och två månader drivit något fall vidare, bidragit till ett viktigt framsteg när det gäller textning. För att förekomma lagändringen och befarade anmälningar om diskriminering textar filmdistributörerna sedan november 2014 all svensk film som visas på bio, alla visningar. 

Vi är från funktionshinderrörelsen delaktiga i arbetet med att ta fram en ny strategi för funktionshinderpolitiken. 

De krav vi från Lika Unika har på nästa dokument som ska lägga grunden för den fortsatta funktionshinderpolitiken är bland annat att det ska:
– ha tydlig koppling till CRPD,

– utgå från riksdagens politik för att säkerställa full respekt för internationella åtaganden,

– baseras på FNs utvecklingsmål Agenda 2030 med de fyra perspektiven mänskliga rättigheter, barnperspektiv, jämställdhetsperspektiv och funktionshinderperspektiv,

– bygga på tydliga politiska ambitioner och återkommande uttalanden från regeringen,

– det ska vara politiken, inte myndigheterna, som sätter målen och har visionerna,

– tydligt peka ut ansvar och behov av förankring i ledningen oavsett nivå,

– kommunallagen behöver ses över – lika rättigheter och villkor oavsett var i landet man bor måste vara en självklarhet,

– behovet av en oberoende MR-institution i Sverige, för att skydda, främja och bevaka mänskliga rättigheter, inklusive förverkligandet av funktionshinderpolitiken,

– att utformning och uppföljning sker tillsammans med funktionshinderrörelsen.

Glädjande är att i de workshops som nu genomförs av MFD med anledning av detta arbeta har det kring många av de faktorer vi framhållit funnits en enighet från deltagarna – oavsett hemvist – politiken, myndigheter eller funktionshinderrörelsen och civilsamhället.

Därför förutsätter jag och förväntar mig att regeringen ser till att den nya strategin bygger på just detta. Därför förutsätter och förväntar jag mig att regeringen säkerställer att den nya strategin är baserad på just det. 

Vi förväntar oss att konventionen blir implementerad och vi förväntar oss ett ledarskap som vidtar åtgärder för att förverkliga det.

We have heard about the ongoing strategy of Swedish disability policy and the impact of the CRPD.

We have heard about the work to develop a newstrategy.

Now, the idea is that I am to give you a critical view,

or – as I would say, our view of reality.

Reality.

Beyond the beautiful words.

In Sweden we have seen a trend with all the more beautiful words and at the same time increasingly longer distance to reality, a reality that in many cases not only stand still but goes backwards. We are still waiting for the paradigm shift.

Real change towards a society for all requires :

– Clear political positions in that direction,

– Politicians that in their visions and proposals constantly recalls, exposes and puts the rights of persons with disabilities on the political agenda,

– Mainstreaming and empowerment.

– a disability perspective that is present in all policy areas 

The individual perspective with the need-based efforts must run parallel with the general efforts – both tracks must be there and they must influence eachother – for real participation and diversity, full participation in the society, regardless of functional ability.

In a context where we discussed universal design last week I found myself dreaming back ten years – to large national conferences on how we would make the cultural heritage accessible and how Design for All would influence everything thats created for joint use.

In reality swedens two latest Ministers for Planning and Building has instead both come up with proposals to lower our minimum requirements of accessibility.

Accessibilty has come to, rather than being seen as an  opportunity and a the only way to a sustainable society where more people can be independent – bear the blame for the lack of housing and for higher costs.

That is not a way to create an accessible society with CRPDs Article 9 in focus. Neither is the lack of mentioning accessibility, design for all or universal design in this years appropriation direction from the gowernment to the Swedish agency for participation.

I repeat again – real change requires political leadership.

One way to show which way the policy want the society to develop is via an appropriation direction to the national authorities under the gowernment. 

These are great opportunities to point out the direction.

But unfortunately we now have seen something completely new when it comes to the appropriation direction that really scares us.

This year ‘s appropriation from the gowernment to the Social Insurance Agency stated as the first goal

” Social Insurance Agency will help to break the trend in the number of hours of personal assistance allowance. ”

It is highly remarkable that the government calls a public authority – and I can not interpret it in another way – to deviate from the estimates made ​​on the basis of law.

Last autumn we also experienced a reality where our minister of Finance put the cost of personal assistance against the costs of receiving refugees.

Unacceptable!

Hope is the last thing you lose – and I want us all go to lunch in the mood of believing in change, so I would like to highlight an area where we can see success – it is in the cultural sphere – where state financing now is linked to accessibility requirements.

By showing political will – by ensuring that those who are doing something for the public, with the public’s money – also ensures that everyone can enjoy it, as consumers and performers – you can achive change and move forward.
Our highly-awaited addition to the anti-discrimination law has also – beside led to more than 300 entries which have not yet after one year and to months led to any further cases yet – led to major step forward when it comes to subtitling – all swedish movies are subtitled when shown in the cinema, this decision was made reffering to the change of the discrimination act. 

We are from the disability movement involved in the efforts to develop a new strategy.

The demands from the Equally Unique on the document for continued disability policy are, among others

– clear connected to the CRPD

– full respect of international obligations

– based on the UN development goals of Agenda 2030, with the four perspectives of human rights, children’s perspective, gender and disability perspectives

– based on clear political ambitions and repeated statements from the government

– it should be the politicians, not the authorities, who set the goals and have the visions,

– clearly designate responsibility in management at any level,

– you should have equal rights and conditions regardless of where in the country you live,

– Sweden needs an independent human rights institution for the protection, promotion and monitoring of human rights, including the realization of disability policy,

– the strategy should be developed and followed up with the disability movement.

It is gratifying that in the workshops thats been hold, a number of the factors I just mentioned have been a consensus from the participants – regardless of what part of the society the participants represeents: politicans, authority or disability movement and civil society.

Therefore I assume and expect that the government ensures that the new strategy is based on just that.

We expect the convention to be implemented and we expect a leadership that takes action to ensure that.
